    The Project Controls Manager will report directly to the Bond Program Manager and work collaboratively with all members of the Owners Representative Management team to deliver intelligent solutions to ensure quality project delivery on a multiple building campus project in the Education Sector. Responsibilities include but not limited to those of cost estimating, budget control, cost forecasting, cost reporting and cost risk analysis. This position will interface with the client, Project Directors, and Project Managers to develop custom budgets and schedule reports. This position is vital to solving complex operational and project controls issues with a maintained focus on customer satisfaction.

     

    Essential Duties & Responsibilities

    • Assist the Bond Program Manager with regards to establishing monthly evaluation of work done and services rendered for invoice preparation and verification
    • Produce regular cost reports and advising the Bond Program Manager of any forecast cost overruns as soon as possible to allow corrective actions to be taken in a timely manner
    • Maintain comprehensive accessible registers of financial approvals, variations and change orders
    • Work with all relevant project personnel to ensure that cost control procedures are in place
    • Assist is setting up project(s) using Computerized PMWeb format
    • Review cost commitment and expenditure information for all cost elements, for input to the cost control and reporting system (PMWeb) on a consistent basis and ensure that all information received is accurate and correctly input
    • Highlight cost areas of concern and suggest areas of improvement
    • Ensure that all cost related work is in compliance with procurement contract(s)
    • Conduct cost variance analysis of reported data to identify trends and mitigate potential budget impacts
    • Develop and enhance standard ad hoc reports, dashboards, KPI reports and other summary/transactional based reports for internal and external stakeholders
    • Review, analysis and oversight of monthly cost reports and monthly progress reports
    • Evaluate contract change orders and amendments for impact on budget/timetable
    • Review invoices for compliance and proper coding in accordance with encumbrances
    • Review task order requests, change orders and amendments to ensure budget availability, accurate cost coding and reporting
    • Interact with various technical discipline leads to understand and communicate issues and conflicts that may impact the budget
    • Ensure implementation of client policies, procedures and plans regarding cost management of capital projects with multiple funding sources
    • Provide interface support and respond to all requests for financial information
    • Serve as point of contact for all financial matters for assigned project/sites

    Minimum Qualifications 

    • Bachelor’s Degree in Business, Engineering, Construction Management, or related field is required
    • 8 or more years of recent professional experience in project controls on a construction program is required
    • Ability to take initiative and create value-added solutions to integrate best practices with project controls deliverables is required
    • Strong communication skills both written and spoken are required
    • Experience working side by side with BIM designers or 4D scheduling is preferred
    • Knowledge of PMWeb preferred
