Job Description


Phased renovation and rebuilding of existing site and facility to include new community supervision services for a Juvenile Probation Center and Urban Camp setting and consolidated detention for up to 350 youth and Probation Administration. Estimated construction value of $95M. The Project Director (PD) will work on an integrated County collaborative delivery team with a Design Build delivery.  PD will manage the team, supervise development of the Criteria documents, DBE solicitation process, design phase management, construction phase management.


Essential Duties & Responsibilities:

  • Provides construction management services for an occupied space Detention Center project
  • Strong knowledge of contracts, drawings, estimates, and specifications to ensure compliance with project requirements for Justice/Detention projects
  • Responsible as onsite liaison with contractor and oversight of progress of construction
  • Coordinates, directs, and monitors activities of contractors/subcontractors, engineers, architects, and related performing entities
  • Manages project controls, cost, schedule, performance activities, and procedures or as required by the client
  • Conducts project meetings and provides meeting minutes, documentation, administration, and tracking of relevant information
  • Ensures contractors, architects, and engineers will adhere to contractual requirements on areas of safety, performance, project staff, and equipment
  • Provides management of project logistics, organization and safety
  • Ensures project closeout to obtain guarantees, warranties, and related provisions for turnover to the owner, including Justice/Detention closeout requirements
  • Performs other duties as required to ensure project success

Minimum Qualifications:

  • Bachelor's Degree in Engineering, Construction Management or Architecture is required
  • 15 years of experience in Design Management with 5 to 10 years of that experience in Juvenile Detention industry is required
  • Design Build delivery experience with projects in the $50M - $100M range is required
  • Ability to manage teams of 5 to 10 people is required
  • Strong collaborative IPD (Integrated Project Delivery) and team building skills is required
  • Strong user skills with the MS Office Suite of products and construction industry budget and scheduling tools is required
  • Reside in or immediately outside of the Greater San Diego area is required
  • Experience with Justice, Detention Center, Correctional Facilities, or Jail projects in California is preferred
  • Certified Construction Manager preferred
